1、choose one role from the following three options and make a 5-minute speech (about 300-600 words). option 1 suppose you are the prime minister, construct your opening speech with 300-600 words for one of the two motions below: 1) th believes that the risks of artificial intelligence could outweigh its rewards. 2) thw encourage the practice that in a family the man works to earn the bread and the wife takes care of the house. option 2 suppose you are the leader of opposition, please construct your speech (with 300-600 words) opposing the opening government’s case outlined below. motion: thw legalize euthanasia. og’s (proposition) case: definition & interpretation: euthanasia: assisted suicide. if a terminally ill person decides that he or she wishes to end his or her life, physicians should be allowed to assist them. key: 1) it should be the decision of the patient with terminal diseases. 2) the process should be carried out in official institutions (e.g. hospitals) by physicians under supervision. position: we believe that in pursuit of a happy life, terminally ill patients should not have to suffer needlessly and should be able to die with dignity. need: those in the late stages of a terminal disease have a horrific future: even with artificial life support, the patient’s body is declining, the organs are failing. in some cases, the illness will slowly destroy their minds, leaving them in a state of despair. faced with this, some people choose to commit suicide to terminate their suffering and to release their families from financial and emotional burdens. justification: every human being has a right to life, perhaps the most basic and fundamental of all our rights. however, with every right comes a choice. the right to speech does not remove the option to remain silent; the right to vote brings with it the right to abstain. in the same way, the right to choose to die is implicit in the right to life. benefits: 1) it gives patients a choice to die with dignity. while physical pain may be alleviated with modern medicine, the emotional pain of a slow and lingering death, of the loss of the ability to live a meaningful life, can be horrific. (e.g. sufferings of degenerative disease such as alzheimer's) it is surely more humane that these individuals be allowed to choose the manner of their own end and die with dignity. 2) it can spare the family members’ guilt and recrimination. legalizing assisted suicide brings the subject out into the open. it makes the family part of the process. family members are forced to confront the issue of the patient’s illness, which perhaps allows the family to persuade the patient not to end his/her life. in other cases, they can understand the reasons behind a patient’s decision without feelings of guilt and recrimination, and the terminally ill patient can speak openly to them about his/her feelings before his/her death. 3) it will enable the doctors to help their patients legally. a good doctor will form close bonds with patients and will want to give them the best quality of life possible. however, when a patient has lost or is losing his/her ability to live with dignity and expresses a strong desire to die, doctors are legally unable to help under the current circumstance. in reality, doctors are already helping their patients to die—although it is not legal, assisted suicide does happen. a doctor’s duty is to address his/her patient’s suffering, be it physical or emotional. therefore, it would be far better to recognize all the above issues and bring the process into the open for discussion and regulation. as a result, people’s right to dignity of life can be respected, and true abuses of the doctor-patient relationship and incidents of involuntary euthanasia would then be far easier to limit. option 3 the outline of the upper house cases of the following motion is given below. suppose you are the member of cg(closing government) or co(closing opposition), write a speech of 300~600 words, making necessary rebuttals and extending the case for your side. motion: this house, as chinese government, should establish the inheritance tax to weaken the transference of wealth between generations. og: oo: definition: tax payer: the inheritor who is a chinese citizen or permanent resident in china. range of inheritance: all forms of property in china, including real estate, business, personal deposit, stocks and so on, the amount of which will be estimated according to the current market value. exemption: each beneficiary can be exempt from the tax for the inheritance value < 1 million rmb. the excess part will be imposed. proportion: 20 % of the excess part. construction: status quo: the increasing gap of wealth in china (10% richest people possess 64% of the total wealth in mainland china.) many other countries in the world have imposed inheritance tax though the range and proportion varies. current problems: the emerging class of rich second generation who reap without sow à luxurious life à waste of social resource à bad for nation’s development aggravating unfairness à people’s dissatisfaction and disappointment à social instability justification: basic logic: unification of the rules. e.g. a works hard à is imposed a tax for the money he earned. b obtains free wealth without work à doesn’t have to pay any tax at all. this phenomenon is neither fair nor reasonable under the same system. benefit of the gov’s proposition: encourage competition àensure fairnessà ensure work motivation increase fiscal revenueà reallocate social wealth in wiser ways à improve social welfare maintain social stabilityà achieve common wealth rebuttal: people’s being dissatisfied with the wealth gap doesn’t mean they are happy with inheritance tax, which is not well accepted yet. taking the money from the rich and giving it to the poor will not encourage competition, but on the contrary, may foster many idle people who don’t want to work but live on government’s relief. argument: cultural background: ∵chinese people prefer to maintain big families and are not used to dividing wealth among family members. they firmly believe parents’ wealth are also children’s. ∴ inheritance tax conflicts with chinese tradition. difficulties in reality: lack of transparent property record system àhard to identify all the property lack of mature property evaluation system à hard to calculate the exact amount people’s resistance à making fake records à causing corruption other possible problems: outflow of capital and brain drain: in order to evade tax, the elite class may immigrate to the more tax-friendly areas. impact on big enterprises: some well-running private enterprises may suffer severe strike when transferred from fathers to sons.
